19-3543.   Construction and maintenance of lines along highways;contracts for purchase and sale of water.The board shall have power to construct and maintain water linesthrough, under, across or along any public highway. The board is herebyauthorized to enter into contracts with the secretary of wildlife and parksfor the purchase of water for use by the district and for the sale of thesame for domestic or other uses.
