19-3549.   Declaration of district organization, when; quasi-municipal corporation.Upon the approval of the attorney general and filing with the secretaryof state, the secretary of state shall declare the district organized andgive it the corporate name of Public Wholesale Water Supply District Number___. Thereupon the district shall be a quasi-municipal corporation.
