19-3550.   Governing body; appointments; terms of members.The governing body of the district shall consist of: (a) At least one andnot more than two members appointed by each participating public agency andeach such representative's full term shall be not less than one year normore than four years and initial terms shall be staggered in accordancewith procedures set forth in the agreement provided for in K.S.A. 19-3547and amendments thereto; or (b) not less than three persons selected by theparticipating public agencies and the manner of selection of such governingbody and terms of office shall be set forth in the agreement provided forin K.S.A. 19-3547 and amendments thereto. The governing body of thedistrict shall elect one of its members as president, one as treasurer, andone as secretary.
