19-503. Deputy treasurers, duties; meetings and seminars; budget; limitationof personnel action.(a) The county treasurer may appoint a deputy, who, in the absence of thetreasurer or in case of a vacancy inthe office, due to anydisability of the treasurer to perform the duties of the office, mayperform all the duties of the office of treasurer until thevacancy isfilled or the disability removed. In addition to the deputy,the county treasurer also may appoint, promote, demote and dismiss additionaldeputies and any assistants necessary to carry out the duties of the office.The county treasurer shall supervise all assistants in the performance oftheir duties. Within the limitations of the budget for the financing ofthe operation of the county treasurer's office as approved by the boardof county commissioners, the county treasurer may attend and may requirethe deputies and any assistants to attend any meetings or seminars whichthe treasurer determines will be beneficial to the operation of the treasurer'soffice.
(b) The county treasurer shall submit a budget for the financing of theoperation of the treasurer's office to the board of county commissionersfor their approval.
(c) Any personnel action taken by the county treasurer under this sectionshall be subject to the following: (1) Personnel policies and proceduresestablished by the board of county commissioners for all county employeesother than elected officials; (2) any pay plan established by the board ofcounty commissioners for all county employees other than elected officials;(3) any applicable collective bargaining agreements or civil service system;and (4) the budget for the financing of the operation of the treasurer'soffice as approved by the board of county commissioners.
