19-618. Failure of such officers to make reports or turn over moneys. It shall be the duty of the auditor to inform the county attorney of anyneglect or refusal on the part of either of the above-named officers tomake such reports, or turn over to the proper authorities the moneys intheir hands, and on such information the county attorney shall commenceproceedings in the proper court against such officers.
