19-804a.   Exercise of functions of sheriff by county clerk, when.Except in those counties operating under the provisions of theconsolidated law enforcement act, when there shall be no sheriff in anorganized county, it shall be the duty of the county clerk to exercise allthe powers and duties of the sheriff of his county until a sheriff beelected or qualified; and when the sheriff for any cause shall be committedto the jail of his county, the county clerk shall be keeper thereof duringthe time the sheriff shall remain a prisoner therein.
