2-161.   Bylaws governing conduct of fair; annual budget.The initial members ofthe board of directors of the fair associationshall adopt bylaws and rules and regulations governing the fair associationin its activities of conducting a fair. Thereafter such bylaws may beamended or repealed by a two-thirds majority vote of the members of theboard of directors of the association. The board of directors shallprepare and approve an annualbudget for the operations of the fair association and certify the same tothe county not later than August 1 of any year.
