Article 10.--COMMERCIAL FEEDING STUFFS

      2-1004a.   Inspection fee; reduction and restoration,when.The secretary of agriculture is hereby authorized andempowered, whenever the secretary shall determine that thefees and charges provided by K.S.A. 2-1004, and amendments thereto, andpaid into the state treasury as provided by law, are yielding more than isrequired for the purposes to which such fees and charges are devoted by law, toreduce such fees and charges for such period asdeemed justified, but not less than one year; and in the event thatthe secretary, after reducing any such fees orcharges, finds that sufficient revenues are not being produced by such reducedfees and charges, the secretary is authorized andempowered to restore in full or in part said fees and charges, or any of them,to such rates as will, in the secretary's judgment, producesufficient revenues for the purposes as provided in K.S.A. 2-1012, andamendments thereto, but notexceeding those now provided by K.S.A. 2-1004, and amendments thereto.
