2-1212.   Anhydrous ammonia; regulations.The board is authorized and directed to make and promulgate regulations(a) for the safe handling, storage and transportation of anhydrous ammonia;

      (b)   for establishment of minimum general safety standards covering thedesign, construction, location, installation and operation of equipment forthe storage, handling and transportation of such product by tank truck,tank trailer, or otherwise, and for the utilization of anhydrous ammonia;and

      (c)   to modify and amend such regulations to the end that said anhydrousammonia shall be handled, stored and transported with safety.

      Said regulations shall be such as are reasonably necessary for thesafety of the public and persons using such material.
