2-1227.   Rules and regulations.The secretary is authorized to adopt rules and regulations:

      (a)   For the safe handling and storage of commercial fertilizers andfertilizer materials in bulk;

      (b)   for the establishment of minimum general standards covering thedesign, construction, location, installation and operation for the storageand handling of commercial fertilizer and fertilizer in bulkand the prevention of commercial fertilizer, fertilizer materials orfertilizer in bulk from being introduced into the ground or surfacewaters of the state;

      (c)   for the establishment of minimum general standards covering thedesign, construction, location and installation of a structure constructedfor the purpose of confining any spills or discharged fertilizer orfertilizer material within a specified area;

      (d)   for the prompt recovery of fertilizer or fertilizer materialsspilled within a specified area;

      (e)   for dates by which the owners or operators, or both, of facilitiesand equipment subject to the provision of this act and in existence priorto the effective date of this act shall comply with this act;

      (f)   for the issuance of a stop sale order or stop use order, pursuant toK.S.A. 2-1232; and

      (g)   for the administration of this act.
