2-1436.   Withholding certification, when.The agency or agencies designated by the Kansas state university ofagriculture and applied science may withhold certification from any growerof seeds or plant parts who is engaged in or attempting to engage in anydishonest practices for the purpose of evading the provisions of this act,including standards, rules and regulations laid down by the agency oragencies designated by the Kansas state university of agriculture andapplied science to cover certification.
