Article 14.--SALE AND DISTRIBUTION OF AGRICULTURAL SEEDS

      2-1450.   Uniformity of seed law; exclusivejurisdiction of state.(a) On and after the effective date of this section, theprovisions of the Kansas seedlaw, and any rules and regulations promulgated thereunder relating to seed saleor use, including, butnot limited to, planting, production, use, advertising, sale, distribution,storage, transportation,formulation, packaging, labeling, certification or registration of anagricultural seed within the stateof Kansas, shall be applicable and uniform throughout this state and in allcities, counties andpolitical subdivisions therein. No local authority shall enact or enforce anylaw, ordinance, rule,regulation or resolution in conflict with, in addition to, or supplemental to,the provisions of theKansas seed law unless expressly authorized by law to do so. Any law,ordinance, rule, regulationor resolution in conflict with, in addition to, or supplemental to, theprovisions of the Kansas seedlaw is hereby declared to be invalid and of no effect. Any amendment to theKansas seed law or anyamendment of the rules and regulations promulgated thereunder, shall supersedeand preempt theconflicting, additional or supplemental provisions of any law, ordinance, rule,regulation orresolution enacted by any city, county or other political subdivision of thisstate. As used in thissection, "Kansas seed law" means the statutes contained in article 14 ofchapter 2 of the KansasStatutes Annotated, and amendments thereto.

      (b)   Nothing in this section shall be construed to preempt or otherwise limittheauthority of any city, county or political subdivision therein to adopt andenforcezoning regulations, fire codes or hazardous waste disposal restrictions.

      (c)   The provisions of this section are part of and supplemental to the Kansasseedlaw.
