2-205a.   Contract for supplies and services prior to fair; filing andpayment.When sufficient funds are not available and it is necessary to contractfor supplies and services in advance of the fair, the statefair board is authorized to enter into contract whichshall contain a provision that such contract shall become effective andbinding upon the state fair board only in theevent that funds are available to carry out the provisions thereof. Allsuch contracts shall be filed with the department of administration,made a matter of record and paid upon proper vouchersdrawn by the state fair board on the state treasurer.
