2-221.   Capital improvements on state fairgrounds for parimutuel racing;agreements authorized.The state fair board is hereby authorized to enter intoagreements for capital improvements on the state fairgrounds for thepurposes of racing under the Kansas parimutuel racing act and the operationof such racing, for which purposes the right to make such capitalimprovements on state property is hereby granted. Any such agreementshall have received prior approval bythe secretary of administration and the plans and specifications for suchcapital improvements shall have received prior approval by the director ofarchitectural services. No such agreement shall be approved by thesecretary of administration and no such plans and specifications forcapital improvements shall be approved by the director of architecturalservices until the secretary and the director have first advised and consulted with the joint committee on state building construction on such agreement andsuch capital improvements.Such capitalimprovements shall become the propertyof the state upon completion and acceptance by the secretary of administration.
