2-3012.   National checkoff program for soybeans.On and after the effective date of the national checkoffprogram for soybeans, established pursuant to public law 101-624, theassessment shall be collected upon all soybeans sold in the state of Kansas.Such assessment shall be levied and assessed to the grower at the time of saleand shall be collected pursuant to the terms of the national checkoff programfor soybeans established pursuant to public law 101-624 and any rules andregulations or marketing orders promulgated or issued thereunder. Under theprovisions of this act, no soybeans shall be subject to assessment more thanonce. Assessments made under this section shall constitute a preferred lien andshall have a priority over all other liens and encumbrances upon such soybeans.Any assessment made under this section shall be deducted and paid as hereinprovided whether such soybeans are stored in this or any other state.
