2-3309.   Administration of act; employees; rules andregulations.(a) The secretary of agriculture shall administerthisact and shall have authority to employ suchqualifiedpersons deemed necessary to carry out the provisions of this act.

      (b)   The secretary shall adopt such rules and regulations the secretary deemsnecessary tocarry out the provisions of this act.Such rules and regulations shall be promulgated on or before July 1,2010.
