2-3703.   Purpose; rules and regulations; annualreports.(a) There is hereby established the remediation linkeddeposit loanprogram,which shall be administered by the state treasurer. The program shall be forthe purpose ofproviding loans to eligible persons to pay the costs of corrective actionapproved by thedepartment of health and environment or taken in accordance with requests ororders issued bythe department of health and environment. Such loans shall be made only forprojects approved by the board.

      (b)   The state treasurer may adopt rules and regulations to administer andimplement theremediation linked deposit loan program.

      (c)   On or before February 1 of each year, the state treasurer shall submit to the governor,the senate standing committee on energy and natural resources and the house of representativesstanding committee on environment an annual report on the activities of the remediation linkeddeposit loan program.
