20-1a11. Judicial branch education fund; receipts; expenditures; municipaljudge training fund abolished.(a) There is hereby created in the state treasury ajudicial branch education fund.
(b) All money credited to the fund shall be used for the purpose ofeducating and training judicial branch officers and employees; foradministering the training, testing and education of municipal judges asprovided in K.S.A. 12-4114, and amendments thereto; for educating and trainingmunicipal judges and municipal court support staff; and for the planning andimplementation of afamily court system as provided by law.Expendituresfrom the judicial branch education fund shall be made in accordance withappropriation acts upon warrants of the director of accounts and reports issuedpursuant to vouchers approved by the chief justice of the supreme court or by aperson or persons designated by the chief justice.
(c) The chief justice may apply for, receive and accept money from anysource for the purposes for which money in the judicial branch education fundmay be expended. Upon receiving any such money, the chief justice shall remitthe entire amountto the state treasurer in accordance with the provisionsof K.S.A. 75-4215, and amendments thereto. Upon receipt of each suchremittance, the state treasurershalldepositthe entire amount in the state treasury to the credit of thejudicial brancheducation fund.
(d) Upon the effective date of this act, the director of accounts andreports is directed to transfer all moneys in the municipal judge training fundto the judicial branch education fund. Upon the effective date of this act, allliabilities of the municipal judge training fund existing prior to such dateare hereby imposed on the judicial branch education fund. Whenever themunicipal judge training fund, or words of like effect, is referred to ordesignated by any statute, contract, or other document, such reference ordesignation shall be deemed to apply to the judicial branch education fund. Themunicipal judge training fund is hereby abolished.
