      20-120.   Same; selection of member from eachcongressional district.The members of the supreme court nominating commission to be chosen fromamong the members of the bar of each congressional district shall beselected in the following manner: The clerk of the supreme court, in Marchof any year in which a member of the commission is to be elected by members ofthe bar, shall send by ordinary first-class mail to all members of the bareligible to vote for the member to be elected a notice that such election is tobe held and advising how nominations for such office may be made. Anymember or group of members of the barresident of the congressional district and licensed to practice law inKansas may, on or before April 1, file in writing by mail orotherwise in the office of the clerk of the supreme court, a nominationaccompanied by the written consent of the nominee, of a qualifiedindividual who resides in the same congressional district, as member of thecommission from that district. After the nominations have been made theclerk, on or before May1,shall send by ordinaryfirst class United States mail to each of the members of the bar who areresidents of the congressional district and licensed to practice law inKansas, a list of all the names and places of residence of the qualifiednominees for that district, together with a ballot in such form as theclerk may prescribe, for voting upon such nominees.

      Each member of the bar receiving such ballot may cast one votethereon for one of the district nominees named and shall return theballot by mail in time to be received at the office of the clerkon or before May 15. All ballots received at the office of the clerk bysuch date shall becounted by congressional districts and the nominee in each districtreceiving the greatest number of votes cast in the district shall be amember of the commission from that district, except thatif in any district there are more than two nominees and no oneofthem receives a majority of the votes cast in the district, the names ofthe two receiving the greatest number of votes shall be resubmittedinthe district for vote by ballot in like manner as is prescribedforthe first ballot. Such second ballot to be mailed on orbefore June 15 and returned in time so as to be received at the office of theclerk on or before July 1.
