Article 22.--JUDICIAL COUNCIL

      20-2201.   Judicial council; members; appointment;term.A judicial council is hereby established and created which shallbe an independent agency in the judicial branch of government, shall submitits budget separately and may adopt its own pay plan and personnel rules. Thejudicial council shall becomposed of one justice of the supreme court, one judge of the court ofappeals, two district judges of differentjudicial districts, four resident lawyers, the chairperson of the judiciarycommittee ofthe house of representatives or the chairperson's designate [designee], and the chairperson of the judiciarycommittee of the senate. All members except the members of thelegislatureshall be appointed by the chief justice of thesupreme court for a term of four years and until a successor shallhave been appointed and qualified.

      The terms of the members of the legislature,andall other members, shall terminate upon such memberceasing to belong to the class from which such member was appointed. Allvacancies except those of the members of the legislatureshall be filled by appointment by thechief justice for theunexpired term. Upon vacancy, the places of the members of thelegislature shall befilledby their successors.
