      20-370.   Children's advocacy center assessment fee;fund, expenditures.(a) Any defendant convicted of a crime under chapters 34, 35 or 36 of article21 of the Kansas Statutes Annotated, and amendments thereto, in which a minoris a victim shall pay an assessment fee in the amount of $100 commencing on andafter June 30, 2004, to the clerk of the district court. If it appears to thesatisfaction of the court that payment of the assessment fee will imposemanifest hardship on the defendant, the court may waive payment of all or partof the assessment fee. All moneys received pursuant to this section shall beremitted to the state treasurer in accordance with the provisions of K.S.A.75-4215, and amendments thereto. Upon receipt of each such remittance, thestate treasurer shall deposit the entire amount in the state treasury to thecredit of the children's advocacy center fund established in subsection (b).

      (b)   There is hereby established the children's advocacy center fund in thestate treasury which shall be administered by the attorney general. Allexpenditures from the children's advocacy center fund shall be for operatingexpenditures of children's advocacy centers in the state that are eligible forfunding pursuant to law. All expenditures from the children's advocacy centerfund shall be made in accordance with appropriation acts upon warrants of thedirector of accounts and reports issued pursuant to vouchers approved by theattorney general or the attorney general's designee.
