Chapter 3.--AIRCRAFT AND AIRFIELDS
Article 1.--MUNICIPAL AIRPORTS AND FIELDS

      3-114.   Regulation or control of airport in certain cities; bond issue; tax levy,amount.(a) Except as provided in subsection (b), in any city having apopulation of more than sixty-five thousand (65,000) in which a board ofpark commissioners has been established pursuant to K.S.A. 13-1346, allpowers, jurisdiction and control over municipal airports or municipalfields for aviation purposes otherwise vested in the governing body of suchcity shall be vested in such board of park commissioners. Such board ofpark commissioners is hereby authorized to issue, as provided by law,general bonds of the city for the purpose of purchasing, leasing,developing and equipping municipal airports and fields for aviationpurposes. Such board of park commissioners is hereby further authorized tolevy an annual tax not exceeding one-half (1/2) mill for the support,maintenance and operation of municipal airports or fields for aviationpurposes.

      (b)   In any city in which an airport authority has been establishedpursuant to K.S.A. 3-162, all powers, jurisdiction and control overmunicipal airports or municipal fields for aviation purposes otherwisevested in the governing body or board of park commissioners of such cityshall be vested in such airport authority. The governing body of the cityby a two-thirds vote of the members thereof, is hereby authorized to issuegeneral obligation bonds of the city for the purpose of purchasing,leasing, developing and equipping municipal airports and fields foraviation purposes. The governing body of the city by a two-thirds vote ofthe members thereof is hereby further authorized to levy an annual tax notexceeding one-half (1/2) mill for the support, maintenance and operation ofmunicipal airports or fields for aviation purposes.
