Article 1.--MUNICIPAL AIRPORTS AND FIELDS

      3-130.   Same; rules and regulations; claims and accounts; powers.The board of public utilities may establish all reasonable rules andregulations to protect the property rights vested in the city and undercontrol of the board of public utilities. The board of public utilities mayissue vouchers or warrants in payment of all claims and accounts incurredby said board for said municipal airport and municipal fields for aviationpurposes, which vouchers or warrants when approved by the board of publicutilities shall be authority to the city treasurer, ex officio treasurer ofthe board of public utilities, to pay and charge the same against theproper funds. The board of public utilities shall have such other powers asmay be necessary for the proper discharge of its duties in the management,operation and control of the municipal airport and municipal fields foraviation purposes.
