3-143.   Same; negotiations; bids; deeds.Before transferring and conveying said real estate, the governing bodiesof said cities shall negotiate a sale or sales of such real estate, and nosale thereof shall be completed and conveyance made until: (1) Saidgoverning bodies shall have solicited sealed bids by public notice insertedonce each week in the official city newspaper of said cities for threeconsecutive weeks, and such sale shall be to the highest responsible bidderafter such notice, except that said governing bodies may reject any and allbids, and in any such case, new bids may be called for as in the firstinstance; and (2) said bid has been accepted and resolutions accepting thesame made a part of the records of said governing bodies. Thereupon, saidcities by their respective mayors and city clerks are hereby authorized tomake, execute and deliver a good and sufficient deed or deeds of conveyanceto the purchaser or purchasers thereof.
