3-144a.   Certain cities of the second class with two municipalairports.This act shall apply to any city of the second class operating under thecommission-manager form of government and having two municipal airportslocated outside its city limits, one of which was acquired from the federalgovernment and the other as a municipal airport or municipal field foraviation purposes.
