3-165.   Same; transaction of business.The airport authority shall have the power to maintain an office forsuch authority and its employees and to make bylaws, rules or regulationsfor the orderly transaction and management of its business. Three (3)members of the authority shall constitute a quorum, and the affirmativevote of three (3) members shall be sufficient to authorize any act of theauthority.
