3-201.   Definition of terms.The words and phrases herein used shall be construed as follows:

      "Aircraft" shall include any machine or contrivance, except parachutes,used for exhibition purposes or for carrying persons or property, propelledthrough the air and controlled by man, regardless of how propelled orcontrolled.

      "Pilot" shall mean any person licensed as herein required, to operateaircraft.

      "Navigate" shall mean to float or sail through the air by means ofaircraft including ground maneuvers necessary therefor.
