3-606.   Same; application by municipalities for moneys available underfederal airport act; acceptance, receipt and disbursement of said moneys;agreements with state secretary of transportation.Notwithstanding the provisions of K.S.A. 3-605, any municipality in thisstate, whether acting alone or jointly with other municipalities or withthe state, may submit to the secretary of transportation of the UnitedStates any project application under the provisions of the federal airportact, or any amendment thereto, and the project application may be approvedby the secretary of transportation of the state department oftransportation. Such municipality or municipalities may directly accept,receive, receipt for or disburse any funds granted by the United Statesunder the federal airport act, or may designate said state secretary oftransportation as its agent to accept, receive, receipt for and disbursesuch funds. Such municipality or municipalities may enter into an agreementwith said state secretary of transportation prescribing the terms andconditions of such agency in accordance with federal laws, rules andregulations and applicable laws of this state. Any grant of money made bythe United States government pursuant to the federal airport act may beretained by the state or paid over to the municipality or municipalitiesfor whom the grant was made under such terms and conditions as may beimposed by the United States government in making such grant.
