3-705.   Procedure for adoption of zoning regulations.(1) Notice and hearing. No airport zoning regulations shall beadopted, amended, or changed under this act except by action of thegoverning body of the political subdivision or subdivisions in question,after a public hearing in relation thereto, at which parties in interestand citizens shall have an opportunity to be heard. At least fifteen days'notice of the hearing shall be published in an official paper, or a paperof general circulation, in such political subdivision or subdivisions.

      (2)   Airport zoning commission. Prior to the initial zoning of anyairport hazard area under this act, the political subdivision orsubdivisions which are to adopt the regulations shall appoint a commission,to be known as the airport zoning commission, to recommend the boundariesof the various zones to be established and the regulations to be adoptedtherefor. Such commission shall make a preliminary report and hold publichearings thereon before submitting its final report, and the governing bodyof the political subdivision or subdivisions shall not adopt airport zoningregulations until the final report of such commission is received. Where acity planning commission or comprehensive zoning commission already exists,it may be appointed as the airport zoning commission.
