4-221.   Twentieth judicial district.The counties ofStafford, Barton, Russell, Ellsworth and Rice shall constitute the 20thjudicial district. There shall be threedistrict judges in suchdistrict. The judge holding one of the district judge positions shall be aresident of Stafford, Russell, Ellsworth or Rice county and the judgeholding another such position shall bea residentof Barton county. The position of the third district judge shall be in Barton county.
