5-513.   Immunity from liability.No neutral person, staff member, or member of a governing board of an approvedprogram may be held liable for civil damages for any statement or decision madein the process of dispute resolution unless such person acts, or fails to act,in a manner constituting gross negligence with malicious purpose or in a mannerexhibiting willful disregard of the rights, safety or property of any party tothe process of dispute resolution.
