      9-1708.   Penalty for refusal to be examined.Whenever any officer of any bank or trust company shall refuse to submitthe books, records, papers and instruments of such bank or trust company tothe examination and inspection of the commissioner, or any of thecommissioner's assistants or examiners, or in any manner obstruct orinterfere with the examination and investigation of such bank or trustcompany, or refuse to be examined on oath concerning any of the affairs ofsuch bank or trust company, the commissioner may revoke the authority ofsuch bank or trust company to transact business, and with the concurrenceof the attorney general may institute proceedings for the appointment of areceiver for such bank or trust company.
