    Chapter 4. Local Armory Boards

Establishment
    
Sec. 1. (a) There shall be a local armory board at each armory inIndiana.
    (b) This subsection applies to an armory that is used and occupiedby one (1) military unit. The local armory board consists of thefollowing three (3) members:
        (1) One (1) member appointed by the state armory board.
        (2) The ranking two (2) officers of the local military unit.
    (c) This subsection applies to an armory that is used and occupiedby more than one (1) military unit. The local armory board consistsof the following members:
        (1) One (1) member appointed by the state armory board.
        (2) The ranking officer of each major unit using and occupyingthe armory.

Powers
    
Sec. 2. (a) The local armory boards shall do the following:
        (1) Carry into effect all rules and regulations adopted by thestate armory board.
        (2) Recommend rules and regulations concerning local mattersto the state armory board.
        (3) Prescribe their own rules and regulations concerning localmatters.
        (4) In the absence of any directive or rule from the state armoryboard, take local actions necessary to maintain and administerthe needs of the local armory.
    (b) A local armory board shall report any initial action describedin subsection (a) to the state armory board for final ratification. Anaction described in subsection (a) is considered ratified by the statearmory board if:
        (1) the state armory board does not take any action; and
        (2) the local armory board receives notification of any action;
not more than twenty (20) days after the date the local armory boardfiles a report under this subsection.

President
    
Sec. 3. (a) The senior member of a local armory board shall serveas president of the local armory board.
    (b) The president of a local armory board shall do the following:
        (1) Report all actions taken by the local board to the statearmory board.
        (2) Keep a record of all expenditures, income, and actions

authorized by the local board.
        (3) Submit an annual report to the state armory board of theinformation described in subdivisions (1) and (2) by January 15of each year.
    (c) A president of a local armory board is an ex officio member ofthe state armory board and may attend all meetings concerning thepresident's armory called by the president of the state armory board.A president of a local armory board may be a voting member of thestate armory board only on matters of local concern and of specificnature involving the particular local armory of which the person ispresident.

Donations and contributions
    
Sec. 4. (a) A local armory board may receive from counties, cities,and municipalities donations of land or contributions of money to aidin providing or erecting improvements on the armories.
    (b) A donation or contribution received under this section shall beheld as other property for the use of the state.

Examination of records by state examiner
    
Sec. 5. The state examiner of the state board of accountspersonally, or through the deputy examiners or field examiners, shallmake a full and complete examination and report upon the recordsand receipts of the local armory boards to the extent of and asprovided for in the examination of the state armory board underIC 10-16-3-17.

Compensation
    
Sec. 6. The members of the local armory boards shall perform theduties imposed upon them by this chapter without any compensationfor their services. However, the actual expenses incurred by themembers of the local armory boards incident to the management andcare of the armories are payable from the local armory board funds.

Record of receipts and disbursements; funds; reports
    
Sec. 7. (a) A local armory board may retain all rental, income,earnings, and any and all other receipts accrued through its operationof the local armory.
    (b) The local armory board shall keep a full and complete recordof funds the board receives and disburses. The report is subject toaudit and submitted to the adjutant general not later than July 1 ofeach year and at other times as the adjutant general requires.    (c) A local armory board, subject to approval of the state armoryboard, may expend revenue received for the improvement, includingstreet improvement, alterations, repair, and maintenance of thearmory and facilities under its control. The local armory board mayexpend the funds for the benefit of state military organizationsassigned to the local armory. If the funds are not needed for theoperation, repair, and maintenance of the armory, or if a militaryorganization is not assigned to the armory, the state armory boardmay order the funds turned over to the state armory board. Thetransferred funds may be used for the benefit of other armories of thestate or of the national guard of the state or expended as a whole.
