    Chapter 7. Dependent Benefits of Vietnam Prisoners

"Dependent"
    
Sec. 1. As used in this chapter, "dependent" means a child:
        (1) born before or during the period during which the child'sfather was a prisoner of war or person missing in action; or
        (2) legally adopted or in the legal custody of the child's fatherbefore and during the period during which the father was aprisoner of war or person missing in action.

"Prisoner of war or person missing in action"
    
Sec. 2. As used in this chapter, "prisoner of war or person missingin action" means a person who:
        (1) was a resident of Indiana at the time the person enteredservice of the United States armed forces; and
        (2) while serving in the United States armed forces, wasdeclared a prisoner of war or a person missing in action asestablished by the United States Secretary of Defense afterJanuary 1, 1960.

Educational benefits
    
Sec. 3. (a) A dependent of a prisoner of war or person missing inaction, upon the person's acceptance for enrollment in a stateeducational institution, may obtain a bachelor's degree or certificateof completion without tuition or charge as long as the dependent iseligible.
    (b) A dependent is entitled to the benefits of this chapternotwithstanding any circumstance, including the return of the fatheror the reported death of the father.
