Establishment of programs and activities, purpose; range ofprograms and activities
Sec. 1. (a) To the greatest extent possible, consistent with thesecurity of facilities and programs and departmental resources, thedepartment shall establish recreational and cultural programs andactivities designed to develop and maintain the physical and mentalhealth of confined persons.
(b) The programs and activities should cover a wide range ofinterests and talents and include:
(1) meaningful, relevant reading material;
(2) reasonable availability of radio and television;
(3) reasonable opportunities to engage in musical endeavors,painting, crafts, and other creative pursuits; and
(4) availability of physical recreation and sports.

Opportunity for physical exercise
Sec. 2. A confined person shall be given a reasonable opportunityfor physical exercise outside of his immediate living quarters and outof doors if feasible.

Development and maintenance of programs involving communityorganizations and others
Sec. 3. The department shall encourage and assist in thedevelopment and maintenance of programs designed to involvecommunity organizations and other persons in correctional programs.
