    Chapter 7. Access to Legal Materials

Access to legal materials to research legal matters and to prepareand file legal papers
    Sec. 1. The department shall afford a confined person reasonableaccess to legal materials to enable him to research legal matters andprepare and file legal papers.

    Sec. 2. The department shall provide an indigent confined personwith free stationery, envelopes, postage, and notarial services forlegal correspondence.
