Development and implementation of Social Services Block GrantAct
Sec. 1. The division is designated as the sole state agencyresponsible for the development and implementation of the SocialServices Block Grant Act to do the following:
(1) Provide services to the following:
(A) Individuals and families with limited monthly grossincome, including recipients of Supplemental SecurityIncome assistance or Aid to Families with DependentChildren.
(B) Individuals and families with special needs, includingthose with developmental disabilities and those in danger ofabuse, neglect, or exploitation.
(2) Provide maximum efficiency in the use of state moneyallocated for the purposes stated in subdivision (1).

Preparation of state plans required by act
Sec. 2. The division shall prepare the state plans required by theSocial Services Block Grant Act under the direction of the governorand in cooperation with other appropriate agencies and departmentsor divisions.

Institution of services; goals
Sec. 3. The division shall institute services that further thefollowing goals:
(1) Achieving or maintaining economic self-support to prevent,reduce, or eliminate dependency.
(2) Achieving or maintaining economic self-sufficiency,including reduction or prevention of dependency.
(3) Preventing or remedying neglect, abuse, or exploitation ofchildren and adults unable to protect their own interests.
(4) Preserving, rehabilitating, or reuniting families.
(5) Preventing or reducing inappropriate institutional placementby providing for community based care, home based care, orother forms of less restrictive care.
(6) Securing referral or admission for institutional placementwhen other less restrictive forms of care are not appropriate orproviding services to individuals in institutions.

Standards; establishment Sec. 4. The division shall establish necessary standards for thefollowing that are required to carry out the purposes of this chapterand the requirements of the Social Services Block Grant Act:
(1) Program reporting.
(2) Planning.
(3) Monitoring.
(4) Quality assurance.
(5) Administration.
(6) Eligibility.
(7) Evaluation.

Participation in social services block grant program
Sec. 5. A person participating in the social services block grantprogram is bound by the Social Services Block Grant Act and thestandards and rules of the director of the division.

Eligibility for services; determination
Sec. 6. Eligibility for services provided under this chapter shall bedetermined according to standards of financial eligibility establishedby rules of the director of the division.

State or federal higher education award paid directly to institutionas income affecting eligibility for services
Sec. 7. Except as provided by federal law, if an individualreceives a state or federal higher education award that is paid directlyto an approved postsecondary educational institution for theindividual's benefit:
(1) the individual is not required to report the award as incomeor as a resource of the individual when applying for servicesprovided under this chapter; and
(2) the award may not be considered as income or a resource ofthe individual in determining initial or continuing eligibility forservices provided under this chapter.

Acceptance of supplemental money for purchase of services;special fund
Sec. 8. (a) The division may accept money from the following tobe used as supplemental money for the purchase of services providedunder this chapter:
(1) Other state agencies.
(2) Governmental entities.
(3) Voluntary sources. (4) Persons.
(b) The division may establish a special fund to receive the moneyor may require certification of the money with retention of the moneyby the subgrantee.

Federal participation under Social Services Block Grant Act;limitation
Sec. 9. If federal financial participation under the Social ServicesBlock Grant Act ceases, the division may not make further paymentsfor services under this chapter in excess of authorized federalfinancial participation.
