    Chapter 4. Employees of Township Trustee

Office expense and clerical help
    
Sec. 1. The township trustee may pay out of township assistancemoney the necessary office expense and clerical or other helpnecessary to properly administer township assistance.

Supervisors, investigators, assistants, and employees;compensation
    
Sec. 2. The township trustee of each township, in the trustee'sofficial capacity as chief executive officer within the township, maydo the following:
        (1) Employ supervisors, investigators, assistants, or othernecessary employees in discharging the township trustee'sduties concerning the provision of township assistance.
        (2) Fix the salaries or wages to be paid to the supervisors,investigators, assistants, and other necessary employeesemployed by the township trustee.

Supervisors, investigators, assistants, and employees; number; pay
    
Sec. 3. (a) The township trustee shall determine the number oftownship assistance supervisors, investigators, assistants, or othernecessary employees that are employed by the township toadminister township assistance.
    (b) The pay of township assistance supervisors, investigators,assistants, and other necessary employees shall be fixed by thetownship trustee subject only to the total budgetary appropriation forpersonnel services for the administration of township assistanceapproved by the township board.
    (c) A township assistance supervisor, investigator, assistant, orother necessary employee who uses an automobile in theperformance of the employee's work is entitled to the same mileagepaid to state officers and employees.

Qualifications of investigators
    
Sec. 4. An individual may not be employed as a townshipassistance investigator unless the individual:
        (1) is a high school graduate or possesses an equivalent degree;
        (2) is at least eighteen (18) years of age; and

Number of supervisors employed; compensation
    
Sec. 5. (a) The number of supervisors of township assistanceinvestigators may not exceed one (1) supervisor for the first four (4)township assistance investigators. If there are more than four (4)township assistance investigators, the township trustee may employone (1) additional supervisor for each twelve (12) townshipassistance investigators or major fraction of that number.
    (b) The pay for supervisors of township assistance investigatorsshall be fixed in the manner provided by law for other townshipsalaries.

Qualifications of supervisors
    
Sec. 6. An individual may not be employed as a supervisor oftownship assistance investigators unless the individual:
        (1) has been an Indiana resident for at least one (1) yearimmediately preceding the individual's appointment; or
        (2) has had at least one (1) year of experience as a townshipassistance investigator.

Townships jointly employing investigators; payment
    
Sec. 7. (a) Two (2) or more townships in the same county mayjointly employ an investigator to investigate township assistanceapplicants and recipients.
    (b) Payment for investigations conducted under this section shallbe made on the basis of the number of cases handled for eachtownship in the same manner and at the same rate as otherwiseprovided for the payment of investigators under this chapter.

Supervisors, investigators, assistants, and employees; pay;vacation; sick leave
    
Sec. 11. (a) A township assistance supervisor, investigator,assistant, or other necessary employee shall be paid only for thenumber of days the employee is actually engaged in employmentduring each month.
    (b) A township assistance supervisor, investigator, assistant, orother necessary employee shall be paid at the rate established by thetownship trustee from an appropriation by the township board withno deduction for legal holidays.
    (c) A township assistance supervisor, investigator, assistant, orother necessary employee shall be paid out of the same money asclaims for township assistance are paid. Claims for pay are payableupon presentation of a sworn claim itemizing each day for which payis requested. Claims are to be made and filed in the same manner asother claims for township assistance expenditures are payable, atleast once each month.
    (d) Each township assistance chief deputy, investigator,supervisor, assistant, or other necessary employee may be grantedpaid vacation leave or sick leave under IC 5-10-6-1.
    (e) The township trustee of a township having a population of atleast ten thousand (10,000) may appoint a chief deputy. A chiefdeputy may be paid from any township funds.

Rehabilitation, training, and work programs authorized
    
Sec. 13. The township trustee may, with the approval of thetownship board, employ personnel to supervise rehabilitation,training, retraining, and work programs as provided in IC 12-20-13.

Sec. 14. This chapter does not limit the reasonable number ofemployees who may be engaged in any processing of work asprovided by law.
