Voluntary patients; rights to refuse treatment
    Sec. 1. An adult voluntary patient who is not adjudicated mentallyincompetent may refuse to submit to treatment or a habilitationprogram.

Involuntary patients; petitioning committing court or hearingofficer
    Sec. 2. (a) An involuntary patient who wants to refuse to submitto treatment or a habilitation program may petition the committingcourt or hearing officer for consideration of the treatment orprogram.
    (b) In the absence of a petition made under subsection (a), theservice provider may proceed with the proposed treatment orhabilitation program.
