    Chapter 4. Notice to Department of Plans and Programs Affectingthe Environment

State agencies; reports
    Sec. 1. (a) Each agency, department, and institution of the stateshall report to the department any plans or activities that affect ormay affect the environment of Indiana.
    (b) The department shall:
        (1) review the reports described in subsection (a); and
        (2) coordinate the programs of the various agencies and makerecommendations concerning the plans and activities of eachagency, department, or institution that affects the environment.

Federal loans and grants
    Sec. 2. (a) Each:
        (1) unit of local government referred to in IC 13-11-2-158;
        (2) state agency; or
        (3) interstate agency;
that makes an application for loans or grants under the federalstatutes that relates to any program that affects or would affect theenvironment of Indiana shall notify the department in writing of theapplication before making the application.
    (b) The department may, if the department is a party, participatein all proceedings for the grant.

Technical or monitoring program reports
    Sec. 3. (a) Each person:
        (1) discharging; or
        (2) proposing to discharge or emit;
contaminants that could affect environmental quality shall furnish tothe department the reasonable technical or monitoring programreports that the boards specify by rule.
    (b) An affidavit of the responsible officer or person in charge ofthe operation involved must accompany each report.
