    Chapter 7. Assignment of Rulemaking Authority

Assignment of rulemaking authority to boards
    Sec. 1. The:
        (1) governor may assign to any of the boards the adoption ofrules in any area not provided for by law as of September 1,1985; or
        (2) board may directly exercise that power until a specificagency for the exercise of the power is created.
