Land filtration or treatment; approval required
    Sec. 1. Predominantly domestic sewage and surface run-off orsludges derived from domestic sewage or surface run-off may not betransported through any drain, pipe, railroad car, truck, or barge fromanother state into Indiana for use in any land filtration or landtreatment project without the express approval of the following:
        (1) The general assembly.
        (2) The county executive of each county affected by the landfiltration or transportation.
