    Chapter 1. Capital Development Plan

Adoption and publication of plan
    Sec. 1. The department shall, with the advice and approval of theappropriate advisory committee, prepare, formally adopt, and publisha projected ten (10) year plan for the following:
        (1) Land acquisition.
        (2) Capital improvement.
        (3) The development of facilities of the department.
