Chapter 11. Wendell L. Willkie Memorial Commission

"Commission" defined
Sec. 1. As used in this chapter, "commission" refers to theWendell L. Willkie memorial commission created by this chapter.

Sec. 2. As used in this chapter, "fund" refers to the Wendell L.Willkie memorial fund established by this chapter.

Creation of commission
Sec. 3. The Wendell L. Willkie memorial commission is createdfor the establishment, when money and property are available, of asuitable memorial in Indiana to honor the memory of Wendell L.Willkie and his One World Dream.

Members
Sec. 4. (a) The commission is composed of ten (10) members asfollows:
(1) Five (5) members shall be appointed by the speaker of thehouse of representatives.
(2) Five (5) members shall be appointed by the president of thesenate.
(b) The commission must be bipartisan.

Term of members
Sec. 5. The term of each member of the commission is four (4)years, with two (2) terms expiring each year.

Filling of vacancies
Sec. 6. A vacancy on the commission shall be filled in the samemanner as the original appointment was made.

Service until successor appointed

Chairman
Sec. 8. The members of the commission shall elect a chairman.

Acquisition of real property
Sec. 9. The commission may, in the commission's discretion:
(1) acquire on behalf of the state;
(2) through gifts, bequests, legacies, and donations or bypurchase out of money received as similar contributions; and
(3) at prices considered reasonable to the commission;
land, buildings, structures, and other property or interests in property.

Gifts, bequests, legacies, and donations
Sec. 10. The commission may accept gifts, bequests, legacies, anddonations of money for the acquisition and maintenance of propertyif the money received is deposited in a special trust fund to bedesignated as the Wendell L. Willkie memorial fund. The fund shallbe applied to and expended under the direction of the chairman of thecommission to carry out this chapter.

Plans and designs for monument
Sec. 11. The commission shall secure plans and designs for ameaningful monument of the state symbolizing to the state and to theworld the ideal of One World expressed by Wendell L. Willkie andpublished in his book. The plans shall be submitted to the Indianaarts commission and may be submitted to the general assembly.

Purposes of monument
Sec. 12. (a) The monument shall serve as an international shrineand a continuing memorial to:
(1) the principle of freedom for all peoples and nations; and
(2) the promotion and defense of that principle in thepreservation of democracy throughout the world.
(b) The monument may include an appropriate structure to housecultural displays and exhibits or symbolic features of national andinternational significance designed to accomplish the objectives ofthis chapter.

IC 14-20-11-13 General powers of commission
Sec. 13. The commission may do the following:
(1) Establish rules and regulations governing the actions of thecommission in carrying out the purposes of this chapter.
(2) Accept and utilize the services of voluntary anduncompensated persons and pay the persons necessarytravelling and subsistence expenses incurred by the persons inthe performance of commission duties when the money isavailable for payment.
(3) Request and secure the advice or assistance of a state,federal or private agency. A state agency furnishing requestedadvice or assistance to the commission may expend the stateagency's own money for this purpose, with or withoutreimbursement from the commission as agreed upon by thecommission and the agency.

Expiration of commission
Sec. 14. The commission expires thirty (30) days after thesubmission of the commission's final report.
