Permit requirement
    Sec. 1. A person may not use, set, or discharge dynamite or otherexplosives in any of the waters of this state without having a permitfrom the director.

Issuance
    Sec. 2. The director may issue to a person, upon application, afree permit to use or discharge dynamite or other explosives in thewaters of this state under the rules that the director prescribes for theprotection of fish in the waters of the state.
