    Chapter 8. Youth Conservation Corps

Purposes of chapter
    
Sec. 1. The purposes of this chapter are to provide the youth ofIndiana with the opportunity for short term employment and theopportunity to gain an appreciation for the state's naturalenvironment by working with the department and others for theconservation and maintenance of the state forests and other publiclyowned land.

"Agency" defined
    
Sec. 2. As used in this chapter, "agency" means:
        (1) a political subdivision (as defined in IC 36-1-2-13); or
        (2) a private entity desiring to participate in a corps program.

"Corps" defined
    
Sec. 3. As used in this chapter, "corps" refers to the youthconservation corps established by this chapter.

Establishment of corps
    
Sec. 4. The youth conservation corps is established to carry outthe purposes of this chapter. The department shall administer thecorps.

Members
    
Sec. 5. (a) The corps consists of persons who are:
        (1) employed by:
            (A) the department; or
            (B) an agency designated by the department; and
        (2) at least fifteen (15) years of age but less than nineteen (19)years of age.
    (b) A person may not be employed as a member of the corps morethan one hundred twenty (120) days during a calendar year.
    (c) The department shall establish recruitment guidelines foraccepting applications to the corps.

Corps camps; services and equipment
    
Sec. 6. (a) The department may establish corps camps if there is

sufficient money available to establish a corps camp for the youth ofIndiana.
    (b) The department may provide transportation, lodging,subsistence, and other services and equipment for the members of thecorps.

Participation in corps camp program
    
Sec. 7. (a) For an agency to participate in the corps camp programfor a particular year, the agency must submit an application forparticipation to the department in the form and in the mannerrequired by the department.
    (b) Each participating agency shall, from the agency's generalmoney, contribute an amount of money determined by thedepartment, but not less than twenty percent (20%) of the totalamount of:
        (1) money expended;
        (2) the value of services, materials, or property used; or
        (3) both;
in the area under the agency's jurisdiction for purposes of the corpscamp.
    (c) Instead of the amount of money or a part of the amount ofmoney determined under subsection (b), the agency may contributelabor, materials, or property equivalent in value to the amount ofmoney to carry out this chapter.

Compensation and conditions of employment
    
Sec. 8. The department shall establish the rates of pay, hours, andother conditions of employment in the corps.

Contracts for services or equipment
    
Sec. 9. The department may contract with a governmental agencyor a private person for any of the services or equipment necessary orrequired to carry out this chapter.

Cooperation in recruitment
    
Sec. 10. At the request of the department, the department ofeducation shall assist in carrying out the recruitment and selection ofstudents to participate in the corps program. School corporations andgovernmental agencies are encouraged to cooperate with thedepartment in recruiting for the corps program.

Instruction and work experience plan
    
Sec. 11. The department may cooperate with a school corporation,governmental agency, college, or university to develop an instructionand work experience plan that provides for high school or collegecredit for students participating in the corps program.
