    Chapter 6. Advisory Councils

Creation of advisory council
    Sec. 1. An advisory council is established to serve both of thefollowing:
        (1) The bureau of water and resource regulation.
        (2) The bureau of lands and cultural resources.

Members
    Sec. 2. (a) The advisory council consists of twelve (12) membersappointed by the governor, with the terms of four (4) membersexpiring each year.
    (b) Not more than eight (8) members may be of the same politicalparty.

Terms of members
    Sec. 3. The term of a member of a council is three (3) years.

Filling of vacancies
    Sec. 4. A vacancy on a council caused by a reason other than anexpired term shall be filled for the remainder of the unexpired term.

Travel expenses
    Sec. 5. The members are entitled to receive traveling expensesthat are necessarily incident to the performance of official functions.

Meetings
    Sec. 6. The advisory council:
        (1) shall hold at least one (1) regular meeting every two (2)months of the calendar year; and
        (2) may hold special meetings that the chairperson of theadvisory council considers necessary and expedient.

Chairmen and officers
    Sec. 7. During the first meeting in each calendar year, theadvisory council shall elect the following:        (1) A chairperson and vice chairperson.
        (2) Any other officer needed to carry out the business of theadvisory council.

Action in advisory capacity
    Sec. 8. (a) The advisory council shall act in an advisory capacityto the department and the commission with respect to the bureaus onmatters pertaining to the following:
        (1) Policy.
        (2) Administration of all programs and facilities under thecontrol and management of the bureau.
        (3) The programs conducted by the department in the areasserved by the bureau.
    (b) The advisory council may not act in any capacity on specificlicense or permit applications.
