AIDS prevention; allocation of resources
    Sec. 1. The state department shall consider the following factorsin determining the allocation to a political subdivision of resourcesor funds that are appropriated from the general fund to the statedepartment for the prevention of the spread of acquired immunedeficiency syndrome (AIDS):
        (1) The population size.
        (2) The reported incidence of the human immunodeficiencyvirus (HIV).
        (3) The availability of resources.
