    Sec. 1. The general assembly declares that human cloning isagainst public policy.

Prohibition on using public funds, facilities, or employees forcloning
    Sec. 2. The state, a state educational institution, or a politicalsubdivision of the state may not use public funds, facilities, oremployees to knowingly participate in cloning or attempted cloning.
