Establishment of program
Sec. 2. The state department shall establish a program for thepurpose of prevention, care, and treatment of chronic renal disease.

Duties of state health department
Sec. 9. The state department shall do the following:
(1) Develop programs for the prevention, care, and treatment ofpersons suffering from chronic renal diseases, includingdialysis, transplantation, and other medical procedures andtechniques which will have a lifesaving effect.
(2) Set standards for dialysis and other treatment centers withinthese programs.
(3) Develop standards for determining eligibility for care andtreatment.
(4) Extend financial assistance to persons suffering from
chronic renal diseases for obtaining necessary medical, nursing,pharmaceutical, and technical services, including the rental orpurchase of home dialysis equipment.
(5) Institute an educational program among physicians,hospitals, public health departments, and the public concerningchronic renal diseases, including the dissemination ofinformation.
(6) Adopt necessary rules.

Financial assistance
Sec. 10. Financial assistance shall be available to individuals whoare unable to pay for services on a continuing basis.
